Privacy Policy

This policy describes the small amount of information Manchester Residents Directory may receive while providing a private reference to Manchester and Connecticut records. The site does not host the Town Clerk's files, Vision data, voter records, court files, or library collections, and it does not require an account to read the pages.

Data You Give Us Directly

If a search form is supplied by a third-party results provider, the name, phone number, or address entered there goes to that provider under its own terms. Manchester Residents Directory does not keep a copy of those search entries on its own pages. If you write to the operator, the message and any details included in it are available for the purpose of reading and answering the request.

Data Collected Automatically

Hosting systems may record ordinary technical details such as an IP address, browser type, pages requested, referring page, and timestamps. These logs can be reviewed in aggregate to maintain the service, identify errors, and understand which Manchester reference pages are useful. Cookies or similar tools may support basic analytics or advertising measurement where they are enabled.

How We Use This Data

Technical information is used to operate the reference, diagnose failures, protect the pages, measure general traffic, and improve the explanations of Manchester offices and collections. We do not sell a visitor list or intentionally build a personal profile from the ordinary use of the pages.

Links to Other Websites

Pages link to public custodians such as the Manchester Town Clerk, Vision, Connecticut courts, DPH, SOTS, the State Library, the Library, the History Center, USPS, and other providers. Once a reader leaves this domain, the destination's privacy policy, terms, cookies, and data handling govern the information submitted there. The same is true of any sponsored search results.

Who May Process Information

Hosting and technical service providers may process server logs to keep the pages available. Analytics or advertising partners may receive the automatic information described above when those services are active. Information may be disclosed when valid legal process requires it, or when necessary to protect the service, its users, or another person's rights.

Keeping Information Secure

The reference is served over an encrypted connection where supported by the host. Technical logs are kept only for the operational, security, and measurement purposes for which they are needed. There are no site accounts here, so the operator does not hold a site password or personal profile for a reader.

Users Under 18

The pages are intended for adults and are not directed to children. The operator does not knowingly collect personal information from a person under 18 through the reference. If a parent or guardian believes a minor has sent personal information, contact the operator so the material can be reviewed and deleted when appropriate.

Your Data Rights

Connecticut's Data Privacy Act, Conn. Gen. Stat. §§42-515 through 42-526, gives qualifying individuals rights that can include access, correction, deletion, portability, information about disclosures, and opt-out rights for covered processing. The Connecticut Attorney General describes a generally 45-day response period, a possible 45-day extension, a free request at least annually, appeals, and universal opt-out signals, subject to the law's current thresholds and exceptions.

Because the operator retains little personal information, a request will usually be limited to the contact mailbox and available technical logs. Use the Contact page to make a request. Public records held by Manchester, Hartford County as a geographic area, Connecticut agencies, courts, DPH, SOTS, or another custodian are outside the operator's control. Requests about those records must go to the original office. Connecticut's Freedom of Information Act, Conn. Gen. Stat. §§1-200 through 1-242, governs access to releasable public-agency records and does not override protected information.

Changes to This Policy

An updated version will be posted on this page with its revised wording. Continued use of Manchester Residents Directory after an update indicates acceptance of the changed policy to the extent permitted by law.
