Terms of Use

These terms apply to your use of Manchester Residents Directory. By using the pages, you accept the terms below. If you do not accept them, please stop using the reference.

1. What This Reference Is

Manchester Residents Directory is a privately operated reference to the public rolls, record indexes, and historical collections connected with Manchester, Connecticut. It describes and links to custodians such as the Town Clerk, Assessor and Vision, Registrar of Voters, Connecticut courts, DPH, SOTS, the Public Library, the History Center, and the State Library. It does not host government records and is not affiliated with any government office, court, library, or records custodian.

2. Lawful Use Rules

Use the pages only for lawful purposes. You may not use the reference or information reached through it to:

  • Stalk, harass, intimidate, threaten, or harm another person.
  • Find or expose a person protected by a restraining order, protective order, or confidentiality program.
  • Commit identity theft, fraud, impersonation, or another unlawful act.
  • Make a decision regulated by the Fair Credit Reporting Act, including credit, employment, housing, insurance, or another covered purpose.
  • Scrape, copy, sell, or republish the pages at scale without permission.
  • Attack, disrupt, bypass, or interfere with the security or operation of the service.

3. No Consumer Reporting Agency

Manchester Residents Directory is not a consumer reporting agency as that term is defined by the Fair Credit Reporting Act, 15 U.S.C. §1681 et seq. Information on these pages, and information returned by a linked search provider, is not offered as a consumer report and may not be used to decide eligibility for credit, employment, housing, insurance, or another purpose governed by the FCRA.

4. Outside Links and Services

Linked government portals, library resources, archives, search providers, and sponsored tools have their own terms and privacy practices. The operator does not control their content, availability, prices, fields, results, or data handling and is not responsible for changes made by those third parties.

5. No Warranties

The reference is supplied “as is” and “as available.” No warranty is made that a page, link, office detail, fee, record description, or external portal is accurate, complete, current, uninterrupted, or suitable for a particular purpose. A public-record result must be checked with its custodian.

6. Liability Limits

To the fullest extent allowed by law, the operator is not liable for direct, indirect, incidental, consequential, special, or other damages arising from use of Manchester Residents Directory or an outside resource, including a decision made from a record found through it.

7. Indemnification

You agree to defend, indemnify, and hold harmless the operators of the reference from claims, demands, losses, and reasonable attorneys' fees arising from your unlawful use of the pages, misuse of a record, or violation of these terms.

8. Copyright and Site Material

The original writing, design, logo, layout, and organization of this reference are protected by copyright. Linking to a page and quoting a brief excerpt with attribution is welcome. Full-page republication, systematic copying, automated scraping, and large-scale reuse are not permitted without written consent.

9. Changes to These Terms

The operator may revise these terms by posting an updated version here. Continued use after the revised text is posted means that you accept the changed terms to the extent the law allows.

10. Restricting Access

The operator may block, limit, or end access for a user who violates these terms, abuses the service, attempts to evade technical controls, or creates a security or legal risk. This action may be taken without advance notice.

11. Governing Law

These terms are governed by Connecticut law without applying its conflict-of-law rules. Connecticut's Freedom of Information Act, Conn. Gen. Stat. §§1-200 through 1-242, governs qualifying requests to public agencies, but it does not make this private reference a government custodian or override protected records.

12. Severability

If a court finds one provision unenforceable, the remaining provisions continue in effect. The invalid provision will be limited or replaced only as much as needed to make it enforceable.

13. Questions

Questions about these terms may be sent through the Contact page. Questions about a Manchester deed, assessment, voter entry, certificate, court record, or directory volume must go to the official custodian named in the relevant source.
